A recent CPUC decision, in the Power Charge Indifference Adjustment (PCIA) proceeding, may not fully resolve simmering issues between Investor-Owned Utilities (IOUs) and emerging Consumer Choice Aggregate entities.  The absence of a definitive decision on who owns resources to provide that reliability has aggravated tensions between the emerging LSEs and the long-dominant IOUs, and could impede California efforts to avoid new power outages.
