UCAN’s efforts are focused on:

Intervening In Regulatory Proceedings

UCAN intervenes in regulatory proceedings before the California Public Utilities Commission (CPUC) to advocate and represent the interest of consumers.

Individual Utility Customers

UCAN primarily focuses its efforts on the rates and services of San Diego Gas & Electric company (SDG&E), the City of San Diego Water Department (and other local water departments), cell phone carriers and cable companies.

Consumer Education

UCAN also engages in consumer education through speaking engagements. If you are interested in having UCAN come to speak at your meeting or function please contact us.

How We’ve Helped

UCAN is a 501(c)(3) nonprofit organization dedicated to protecting consumer interests by advocating for lower rates before the California Public Utilities Commission and to ensure fair billing practices through advocacy and representation of consumer interests in other settings.  We also help resolve customer disputes on behalf of individuals regarding service and billing issues with utility providers.

Jason Zeller has over thirty years of professional experience in public utility regulation, including experience in all of the industries regulated by the CPUC. Previously he served as an Assistant General Counsel at the Commission for twelve years and was a staff counsel for six years. Jason is a graduate of Claremont McKenna College and New York Law School. He also holds a Master’s in Urban Affairs and Policy Analysis from The New School. He is an active member of the California State Bar Association.
