| California Urban Water Conservation Council | The California Urban Water Conservation Council was created to increase efficient water use statewide through partnerships among urban water agencies, public interest organizations, and private entities. The Council's goal is to integrate urban water conservation Best Management Practices into the planning and management of California's water resources. An historic Memorandum of Understanding was signed by nearly 100 urban water agencies and environmental groups in December, 1991. Since then the Council has grown to 384 members. Those signing the MOU pledge to develop and implement fourteen comprehensive conservation Best Management Practices (BMPs). |

Water Billing
i reside in Tustin, Orange County CA and live in a 628 multi-family apartment complex that was owned by Riverstone and now has sold to AvalonBay aka Avalon Bay. I have found out that they have been illegally charging us all for water. when i found out we were on a shared meter i wrote a letter asked how we were being billed. No response was ever given. in fact i have been served with several 3 day notices and now they are evicting me claiming that i have not paid my rent. I also notified the department of agriculture weights and measures and they sent someone down here to investigate. they also have not gotten back to me. This whole water issue really troubles my heart. so much so that i have been in 3 mental institutions in 6 months and have developed some kind of psychosis. I am upset for my whole demographic. These people are low income and do not know that they are entitled to understand their billing and charges. I am upset that they would defy the law and not understand the effect of charging us in the manner they do. Furthermore this 23 acre parcel is part of many stock portfolios and bragged about this property being the biggest sale of the year. they also spent a TON of money renovating this complex but didnt put in one submeter or low flow equipment. ALSO the City of Tustin is a preservation area claiming that water is to be preserved and protected. I feel that this is not only a hypocritical statement but it is disgraceful that they treat us like subclass persons with no rights at all.
I have also had notice to entry problems, dog poop left at my door, and the management company will not address the issues.
THEY DID STOP CHARGING US ALL FOR WATER BACK IN AUGUST 2010 but that was NOT the objective. I dont mind paying for water (then they added sewer, and an admin fee without notice) but WE are all entitled to understand our billing. I have read the codified law and it disgusts me that no one cares. there are a lot of people hurting in this day and age and a 50 dollar water bill for a 500 sq foot studio apartment is RIDICULOUS. I can only imagine how that money could go towards food and other life sustaining needs.

HELLO:
I'M A CUSTOMER OF LAKESIDE WATER DISTRICT. THEY HAVE BEEN BILLING ME FOR USING ABOUT A 1/3 MORE USAGE THAN LAST YEAR.
FOR THE LAST TWO MONTHS I'VE BEEN ON A SEVERELY RESTICTED WATER USAGE PROGRAM. MY LAWNS ARE BROWN, I HAVE'NT BEEN FLUSHING THE TOILET UNTIL ABSOLUTELY NECESSARY, I BOUGHT A NEW CLOTHES WASHING MACHINE, I DON'T USE THE DISH WASHER, AND I DON'T HAVE A ROOMATE WHICH I DID LAST YEAR. YET MY BILL JUST CAME AND IT STATES I USED A THIRD MORE WATER THAN LAST YEAR.
I'VE CALLED ABOUT THIS AND THEY SEND SOMEONE OUT TO CHECK FOR LEAKS, NO LEAKS.
I SUGGESTED THAT MAYBE THERE WAS SOMETHING WRONG WITH THE METER. THEY ARE GOING TO SEND SOMEONE OUT TOMORROW TO CHECK THE METER FOR $20.00.
I ASKED
"YOU ARE GOING TO CHECK YOURSELVES " I WAS TOLD YES. I SUGGESTED THEY JUST REPLACE THE METER WHEN THEY WERE HERE. NO WAY THATS MY METER I WAS TOLD.
I ASKED WHO OVERSAW THEM I AND WAS FIRST TOLD NO ONE THAN I WAS TOLD "THE BOARD" I ASKED HOW I TALKED TO THEM AND WAS TOLD I COULD'NT I'D HAVE TO SUBMIT A LETTER, TO BE REVIEWED BY THE MANAGER TO SEE IF I COULD SPESK TO THE BOARD.
ANYWAY I'M WONDERING IF YOU FOLKS MIGHT HAVE ANOTHER AVENUE FOR ME TO PURSUE.

Water Wasters
What San Diego City phone number do I call to notify folks of a serious water wasting company?
Water waster? Call your City Councilmember
As we all know, wasting water in San Diego is no longer an option with our current drought conditions. I assume you are a resident of the City of San Diego. If that is correct, pick up a phone or e-mail YOUR representative on the City Council. Make his/her staff aware of the problem and they will investigate. They also know exactly which city department is responsible for checking your complaint out. Also, tell them you'd like them to let you know the outcome of that investigation. Too many of us forget that our Mayor and City Council work for US. We pay their salaries. A big part of their job is to hear, and when possible, resolve concerns of their constituents. We'd love to know if this helps get the matter resolved.
