Value of water rebates questionable

In yesterday's Voice of San Diego, Rob Davis unearths the real dirt on artificial turf: If you install it to save water, there may be rebates available. One problem, though: The rebates, while pleasant, are also very small, and in some cases non-existent.
Michael Shames, UCAN's Executive Director is quoted in the article as saying "When you have high out of pocket expenditures, the incentives need to be much greater."
No kidding. One of the people Davis interviewed spent $11,000 and got $600 back in rebates ... not bad, but probably not enough to motivate someone to buy artificial turf. Then there's Paul Marsh, who spent $4,000 and thought he might be eligible for $80, but didn't qualify.
"Rebates may not help create an incentive for artificial turf, but they can provide a tipping point for less expensive items," says Shames.
Common sense tells us that the best rebate is a lower water bill. When the cost and inconvenience of watering and maintaining a lawn exceeds the cost of installing artificial turf, more people will start using it.

what rebates?
I agree about rebates being so small that I can't hardly feel it at all especially with the economy right now.
