INSANE WATER BILLS

Good Morning,

We are a non-profit, grass roots group of citizens here in Apple Valley that are "trying" to combat INSANE water rates. We started out with a group of 30 people and we're nearing 100 persons. We plan on doing some public recruitment drives to try and gain some numbers to try and get some media attention. The water company involved in our dispute is Apple Valley Ranchos Water (we're had some interesting conversations with them) which is a privately held company. I'm all for capitalism - I don't believe our town should move in and "take them over" but we're not exactly sure how to proceed. We're all filed claims with the PUC, written to our local Congressman and gotten no replies.

Can you help us with some general direction moving forward - we're desperate to find a "weak spot" and not sure how to proceed. We've learned that there are multiple water companies here in the High Desert and have copies of bill from other citizens NOT on AV Ranchos paying as much as 75% less for their residential water. My most recent bill was $596.55 for 2 months - JUST WATER.....

AV RAnchos is in the process of replacing all water meters on their system, they done 12,00 households with another 8,000 planned. Their explanation for these changes is "You people have been stealing water for years" which has been repeated to people in our group by AV Ranchos field persons - which I really personally find offensive! They claim that the old Hershey water meters don't properly measure water flow - but the new AMR ones currently being installed are more accurate which is difficult to prove or disprove. On top of that issue, somehow AV Ranchos got the PUC to allow them to bill under a "tier" system - which makes the average household fall "out of" the first tier pricing by simply brushing your teeth once a day! Golden State Water Company, also here in Apple Valley, only has single tier pricing and their basic service fee to have a meter is 12.58 a month while ours is $40.36 for 2 months. When asked about the rate differences they have replied to me personally "You'll have to take that up with the PUC, they've allowed us our rates" - it truly boarders on arrogance.

We are having a group meeting this Friday night at 6:30PM and are looking for ANY kind of help you can give us!!!
