water bill

I opened my water bill this month to realize that it was low compared to last months. By more than half. Then I noticed that its an estimated bill. my problem with it is that this month the only estimated my water usage at 7 hcf under the first payment tier. which means all my REAL usage for this month will fall under the third tier on my next months bill which is significantly higher. if they are going to estimate it so low that all my usage will be charged at the highest rate on my next bill I think it is only fair that on the bill that reflects the actual meter reading the second and third tier HCF allowance should be doubled on that bill. I think this scam is not realized by very many that's why they get away with it.. My estimated bill states in the lower left corner that:" Estimating every other bill keeps costs down" in my eyes it only keeps their costs down while allowing them to overcharge us in the Tier Scam ..
