Board Member Profiles
Dr. Murtaza Baxamusa is the Director of Planning and Development for the San Diego County Building and Construction Trades Council Family Housing Corporation, and has been teaching community planning at the Sol Price School of Public Policy at the University of Southern California. He is a certified planner by the American Planning Association. He has over 12 years’ experience in economic development and sustainable urban planning. He serves on the Board of Directors of Civic San Diego. (full bio)
Mrs. Hartley is retired from the University of California, San Diego, as Chief Administrative Officer of the math department where she worked for over 25 years. At UCSD, she served on many campus and UC system-wide committees to improve central administrative services, student support services, staff morale and retention, and management training. She has a BA in Communications from UCLA and a Masters Degree in Counseling from National University.
Mrs. Hartley joined UCAN's Board of Directors in 2013 and currently serves as the Board's Treasurer in additon to chairing UCAN's Outreach/PR Committee.
Christine Mailloux is an attorney who has an emphasis on regulated utilities and has been working on telecommunications regulation and policy issues since 1996. She has been a Board Member with UCAN since October 2012. She is also a staff attorney at the Utility Reform Network (TURN) where she has worked since 2001. For TURN, she develops and implements TURN's legal strategies on telecommunications and water issues before the California Public Utilities Commission and other regulatory agencies. She also collaborates with TURN staff on legislative issues and organizing and outreach. Prior to her work at TURN, she held positions as assistant general counsel for regulatory affairs for NorthPoint Communication, regulatory consultant for Copper Mountain Networks and associate attorney at Blumenfeld & Cohen specializing in competitive telecommunications carrier clients.
Ms. Mailloux's public interest and public policy experience include her work as Program Manager of the Privacy Rights Clearinghouse, an internship with the Center for Public Interest Law in San Diego and prior volunteer work as a community mediator. She also is on the board of the Friends of Rose Canyon and volunteers as a Girl Scout leader. She has a J.D. from the University of San Diego School of Law and a B.A. from UCLA.
Retired County of San Diego Administrator, Health and Human Services Agency. Member (inactive) California Bar Association. Former member, La Mesa -- Spring Valley School District School Board. Married, three adult children.
Ms. Zaharopoulos is a retired California Deputy Attorney General. She was a social worker in the San Diego County Welfare Department before attending law school. She also serves on the Board of Directors of Neighborhood House and Labor Alliance. Pat is also the unpaid CEO of Middle Class Taxpayers, a new non-profit that advocates policies to help taxpayers, including small businesses and those aspiring to the middle class.
Ms. Zaharopoulos joined UCAN's Board of Directors in 2012 and currently serves as General Council for the Board in addition to her membership on the Membership/Fundraising Committee and the Outreach/PR Committee.
Mr. Peck is Vice President and the Chief Financial Officer (CFO) for Neighborhood House Association (NHA). Mr. Peck supervises and annual budget of over $80 million and has over 27 years experience working in financial administration, personnel, risk management and management information systems. He has worked as a CFO in both the private and government sectors and now serves in the non-profit sector. His experience includes successful negotiations of union contracts, reductions of workers compensation costs and the revival of a nonprofit organizaiton from bankruptcy to full restitution. He is highly regarded for his general business and accounting skills. He has a Bachelors of Science in Business Administration from Golden Gate University and an Associate's Degree in Computer Science from Sierra College.
Mr. Peck joined UCAN's Board of Directors in 2013 and currently serves as the Chairman of the Audit/Finance Committee.
