SAN DIEGO – The City Clerk's Office has received about 3,000 envelopes containing protests of Mayor Jerry Sanders' proposal for a 35 percent increase in water and sewer rates by 2011 for the typical homeowner.

It's a fraction of the protests that would be necessary to halt an increase. Sanders' aides say the increase would cost the average San Diego homeowner an additional $8 a month in the coming year.

City Clerk Liz Maland said some envelopes contain more than one protest, but she didn't provide a specific number of protests when she announced the early results at a City Council committee hearing on the proposed rate increase. The protest period began two weeks ago and lasts an additional month.

The proposed increase would be rejected if a majority of the city's approximately 274,000 water-meter customers submit formal written protests by the time the full council considers Sanders' recommendation at 2 p.m. Feb. 26 at the City Administration Building, 202 C St.
