Water meter error, new meter, better YEAH RIGHT!

Where did the water go? Padre dam installed the new meters with real time recording on my property the end of September. The first 2 months I used 45 hundred cubic feet, which is my histoical average concidering I have 2 a acre lot which is only .5 acre landcsaped. This is average for my usage history according even to their records. First of November I shut the the irrigation off for the season since everything was dead regardless what I did. Hope for rain and start over again next year. I mean cut the valve off, not the contoller. What happened! Well in November and December wner I expect lower usage I get a bill for for 240 cubic feet in stead of 40 cubic feet, $1,398. I did not even know there was a such thing as tier 5 rates. All attempts to have the meter checked, all I got well is "It tuns it must be correct". And it was not on line yet so we cant say it did not just flip a 100 or so overnight. I am talking about 10 months of water. 149,000 gallons, enough to fill my house, or 12 swiming pools. A faucet leak woud have to run until run until mid summer, My septic tank would of exploded in 2 days. A main break would of had to run for 8 days without notice. No trace evidence. "But it could not be a faulty new meter!" On the bright side it said only use 8 cubic feet in the last 2 months. at this rate I will break even about October. But I bet Padre Dam will want to check it out by then and try to bill me for the average difference.
