California Lifeline Customers Rescued Again by CPUC Commissioner Gruenich
Assigned Commissioner's Ruling done February 28, 2007, directs carriers AT&T and Verizon to immediately comply with General Order 153 and Decision 06-11-017 by crediting all existing customers denied their Lifeline status who were charged for conversion/switching fees and to be credited retroactively for any billing statement charges. The retroactive credits would be for Lifeline customers who were charged the Basic Rate Charge instead of the Lifeline amount. The companies have had at least 4 months to correct problems. Customers were to be informed that they would be reinstated to Lifeline service, pending a subsequent verification during the next year. The third party administrator for the program, Solix, was directed to send affected customers a letter explaining the restoration of Lifeline service & that over the course of 1-2 phone bills, the customer should expect any associated associated service charges to be deleted from their bills. Due to continued problems for low-income customers in trying to get help to be reinstated, in trying to get inaccurate billing straightened out, in trying to get help from companies, Solix and the CPUC staff, the Commissioner saved the day again.
