First call your water or sewer provider at the number on your bill. Ask to speak to a supervisor. If you get your water from a municipal water district and cannot resolve your complaint, call your City Council representative. If you get your water from a private company, you can file a complaint with the California Public Utilities Commission

The CPUC has an extensive system for resolving complaints with telecommunications, electricity, gas, water, and sewer utilities operating within the State of California. The initial step is to write the CPUC, including copies of any documentation you may have. The CPUC will send you a letter listing the options for resolving your complaint, and will then contact the utility for its side of the issue. The CPUC will then render an informal decision.

San Diego City Water & Rate Increase

The City has proposed a rather formidable increase in its water and sewer rates. In order to do any kind of decent analysis of the proposed increase, it'd take at least six months to conduct.....as does any rate analysis of SDG&E or any other utility that UCAN monitors. Interestingly, and not surprisingly, the City has given the public only about one month to do what rate experts like UCAN would need six months to do.

Bottom line: The City is trying to jam through this increase as quickly as possible. And, in doing so, they've misrepresented the rate DECREASE that residential customers are getting pursuant to the Shames settlement. (for more information about that, go to www.sewerrefund.com) It'll be tough for anyone to offer an informed position for or against the proposed rate increases given the lack of time available for analysis. That, alone, should and will be a basis for opposition presented by UCAN.
