broken deal by car dealership

car dealership agreed to do the payoff on my current car in order for me to qualify for his car he was selling me. We did the deal, but he did not do the payoff, leaving me a 2nd car loan. the bank repo the car that i was leasing and has started garnishing my wages. how do i get the dealrship to pay?
