Investigation into City of Encinitas sewer rate increases
I need help/info regarding an investigation of sewer rate increases in the City of Encinitas (Cardiff.) In 2003 (and "recalculated" in 2004) the city implemented a flow based method to calculate residential sewer fees. My sewer bill for a single family 3br/2.5ba house has gone from $524 (2003-04) to $1148 (2005-06) A city analyst "looked into" my charges and indicated that they are correct and "about right" for a single family home. The median charge according to the city website (Cardiff Sanitary Division) is $564 for 2005-2006. A spot check with neighbors/friends indicates widely varying fees despite roughly equivalent water usage -- one family pays only $148/yr! I believe that the city has implemented a large rate increase in an inequitable fashion while passing it off as just a change in the method of calculation. The analyst said that the increases were necessary to pay for capital improvements to the system as required in the 10 year Master Plan. Something smells funny here... what can I do?
