It has become increasingly apparent during 2008 and 2009 that the state Public Utilities Commission has become captured by and acquiescent to the state's utilities.   Part of the reason for the almost complete capitulation of the Commission to utilities has to do with the particular ideology of the Schwarzenegger appointees to the CPUC.   But another one has to do with the Commissioners' access to information.   This expose published on July 26th by the Sacramento Bee offers a glimpse into how utility money and politics have led to the effective demise of utility oversight by the CPUC.   It is a cautionary tale, to be sure, of how regulators have to be wary of utilities bearing gifts.

SDG&E Rate Increase


December 8th, 2006 was not a good day for San Diego. On that day, San Diego Gas & Electric asked state regulators for permission to raise base rates for electricity and natural gas customers by some $250 million annually for the years 2008 through 2013.
