UCAN motion regarding documents withheld by SDG&E and Sempra Energy

UCAN made a number of requests regarding any cost-cutting measures either implemented or under consideration by SDG&E. For months, UCAN received nothing. Then, with less than one month left before testimony was due, it received two reports entitled, "Utility of the Future," and "Managing Costs Initiative."
In short, the report and supporting materials appear to create a roadmap by which the Sempra Utilities could substantially scale back their costs (and staffing)during the period covered by the companies' GRC applications. But some of the specific recommendations and actions appear to contrast dramatically with the corresponding testimony contained in the utilities' showings presented to date. And
while a few of the earliest cost cuts (from 2004-2005) may have been included in the GRC forecasts (to the extent those forecasts are based on 2005 recorded costs), the Moving Parties are unaware of testimony of either utility that even mentions the "Utility of the Future" initiative or any cost-cutting activities performed by the utilities during the 2004-2006 time period, much less incorporates the impact of said initiative in the specific forecasts of Test Year 2008 cost forecasts. The testimony is also silent with regard to the "Utility of the Future" plans for future efficiency measures.
