Dividing up the pie: SDG&E's Rate Design portion of the 2008 GRC kicks into high gear
UCAN filed its testimony in this second phase of the SDG&E 2008
General Rate Case. The testimony is notable in that JBS Energy
principal Bill Marcus finds SDG&E's calculations are plagued with
mathematical errors and messy methodology. He finds over $70 million
in money charged to residential customers that don't belong there.
UCAN also takes on the WAY in which SDG&E charges customers who produce
their own electricity -- self-generate. Businesses and residential
customers who self-generate are charged numerous fixed surcharges by
SDG&E that are misguided, unwarranted and effectively discourage
customers from producing their own power. This runs directly counter
to California's emerging energy policy to encourage self-generation.
