What the City Didn't Tell You About the Water Rate Increase

WHAT THE CITY NOTICE DIDN'T TELL YOU ABOUT THE WATER RATE INCREASE1

Fact: The Tale of Two Cities. On February 26th, the City will consider TWO distinct rate increases for water customers. One is a flat 6.5% increase. The other is a more complicated "Cost of Service" rate plan that is full of mischief. The City will likely choose the "Cost of Service" plan, but only told customers about the flat rate increase plan.

Fact: If 50% + 1 of customers protest, then it's a no-go. The notice doesn't disclose the legal finding by the City Attorney that if 50% of customers send in a written protest (hidden in the notice - bottom of Page 2) that the City is legally prohibited from increasing water or sewer rates.

Fact: It's a bailout for businesses. Under the Cost of Service proposal, a Single Family ratepayer class will pay -- on average -- 12.12% more in July 2007 while the Commercial Ratepayer class will only pay 1.39% more.

Fact: Biggest increase for families. The average Single Family ratepayer (13 HCF monthly use) will see an 11.7% increase in the water portion of their July 2007 water of bill.

Fact: Discourages conservation. The Cost of Service proposal hits modest and average residential users harder than residential water hogs who use more than 20 HCF.

Fact: There's yet another increase in the works for 2007. "The Water Department Intends to come back to council in the Fall of 2007 to request authorization to notice any future pass through, and increase rates accordingly, that are identifiable at that time." Page 15-Dec.18, 2006 REPORT TO THE CITY COUNCIL.

Fact: It doesn't include salaries and wages. It assumes that City worker salaries and wages are increased by 4% in FY08 but are not increased thereafter until FY13." Five years without a pay hike? Not likely.

Chlorine is the cheapest and most harmful thing they can use for disinfecting the water. They started using chlorine in the late 1800's and have not used anything else. Shower, bathe, swim...and your body absorbs it through the pores of your skin.

These pages should contain sample text of how the complaint should read and what it should contain to help the complaintant get the point across. This is an extremely effective modality for action. How does this city get away

How does this city get away with this?
Public officials constantly lying to the public about their intent. Come on, isn't this criminal activity? Misuse of funds, not telling the public what the true rates are?
We see it all over San Diego government. Parks officials that can't account for millions from the state, run and hide once exposed. Water bills going through the roof to compensate for total incompetence in city hall.
In how many other cities do you make out your water bill payment to "City Treasurer"?

New Water Rate Hike Info - Now What?

With great timing and coincidentally, the Metropolitan Water District proposed raising its base rate by about 7.3% and respresenting the largest increase in more than 10 years and exceeding any expectations from our local water leaders. The increase goes to the San Diego County Water Authority, which may add its own rate increase on top of the city's 12 -15% increases and the Metropolitan Water Disctrict's proposed increases. Wow! The Metropolitan Water District is alleging that the price of electricity to move water across California and its own escalating costs are the cause for its need to raise rates.

So now we have potentially three sources of increases for San Diego. It's amazing that just after UCAN pointed out the fact that the City's math figures did not show the entire story and breakdown of increases, that we suddenly are hit with proposed increases from The Metropolitan Water District and the San Diego County Water Authority.

We would need time and specifics to mathmatically figure out the total costs per residential and business customers if all three raises were implemented.

Look everybody this global warming thing is serious and we're all going to have to chip in and pay for the natural resources we abuse.

Rate Increases Outrageous

Thanks for the new information about the rate increases -- I found the rate charts in the notice quite useless.

I find these increases all the more galling because I know the Water Department is not doing everything possible to cut costs. I know of a consultant that is being paid over $100,000 a year by the Water Department to coordinate a water conservation poster contest for children. One can imagine there are other examples of frivolous waste in that department.

When we got the water rate increase notices, my daughter who has a masters degree brought hers over to show me, and asked what kind of increase it meant. I'm a lawyer, and I couldn't determine it either. Thanks, Michael, for watching out for us.

We did not receive the notice at our house in South Park. That truly disturbs me, and I wonder how many other households failed to receive the mailing.
I have printed/sent in the protest form you provided. Let's hope that it is delivered!

Water Rate Increase

The "math errors" put out by the City aren't all that is unclear or hard to find. You have the right to fill out and mail a PROTEST FORM for each account you hold. If you own two homes, fill out 2 protest forms. If you have a commercial account and a residential account, you have 2 votes. During the hearing on this matter, a City Council woman asked if protest forms brought to the February 26, 2007 hearing would be counted. The answer was, YES. If for some reason your form is not mailed, you have the right to show up and present it for counting prior to the actual vote. The form is easy to miss on the NOTICE sent to account holders because it's sent by 3rd class mail and because the protest form is on the very bottom of Page 2. If one is skimming the notice, the protest form would be missed. There are 2 boxes to check----one for water and one for sewer.
