My confusing electric bill?

I read through the electric bill explanation on this site, but I don't see a definition for a charge called "Reliability Services", which appears on my bill below the Competition Transition Charge. I read the back of my bill for an explanation, which states "The Independent System Operator is required to ensure adequate generation to maintain electric system reliability. This means having enough generating facilities available to meet the demand for electricity at all times. The costs associated with this are passed on to SDG&E customers."

Can someone please explain this? Is SDG&E the "Independent System Operator"? My first reaction is "Duh!" if I'm a customer I would expect the utility company to have enough generating facilities to meet demand at all times - and am I not paying for that already via the 1) electric charge, 2) transmission charge, 3) distribution charge? Why is there a separate charge to ensure I get "reliable" service? It's like asking for a (mandatory) tip for something you should already be doing as part of your job!

SHOW ME THE MONEY

Accounts that have 3 returned checks within 12 months are restricted to cash or money order payments for 2 years. I agree that online payments seem to benefit both parties. But reason doesn't work for SDG&E.

cash or money order only rules from SDGE

My wife usually pays the bills and evidently not very well. Now SDGE has put our account on cash/money order only rule and I can't even bring our account up to date paying through my bank's online pay service. I tried to explain to SDGE customer service that my bank would not pay them if I had insufficient funds but they won't listen. Writing a check is one thing, having your own bank pay the service is another. I believe they are really inflexible on this and I understand my account is on this cash only for 2 years.
