ATT overcharging for local toll calls

SBC switched to ATT on my bills for the May 2006 billing cycle. Starting in August 2007, my local toll calls started increasing. Unfortunately, I didn't notice it until my March 2007 payment. I have used Juno dialup for my internet service fo the past 10 years or more. I have always chosen any 858 or 619 access number and have NEVER been charged a toll fee until ATT took over. My pending ATT local bill will be $178.65 for May!!

I just spoke with a person from ATT who offered me a one time adjust of $35. I asked her if her manager could do any better, she said no, so I said that I would think about it. She said the local toll charges are based on population & mileage.

Any suggestions? I imagine this is happening to a lot of people. The are also charging $3.99 a month now for internal wire service.
