Skype has a blog post in response to these issues
So Skype has a blog post acknowledging the problem, but stating that while user's accounts do incorrectly list a $3 a month charge, user accounts will NOT be debited. Let us know if you have seen a debit to your account

Also Skype has changed their "Fair Usage" policy just in the last few weeks, from 3000 minutes to 10,000 minutes.

International (they don't set it in stone but suggest 10,000 as a possible limit where they can either 1. terminate the customer or begin charging per minute)
