Have You Purchased "Water Line Insurance" From Home Emergency Insurance Solutions?
Attention Homeowners! Have you received a SELECTION NOTICE in the mail informing you that you need to purchase “WATER LINE INSURANCE” coverage to protect you against water pipe damage? If so, be aware of the following:
(1) This is an advertisement from an INSURANCE COMPANY, not a notice from the government or any utility company, and
(2) Water line insurance coverage is NOT MANDATORY.
Home Emergency Insurance Solutions (a.k.a. HEIS) has been mass-mailing advertisements offering water line insurance coverage to homeowners in the San Diego area. Watch out for these ads from HEIS or its affiliated companies: Home Service USA, HomeServe USA, HomeServe PLC, or Home Service USA Repair Management Corp.
If you do decide to purchase HEIS water line insurance coverage, you should know:
(1) The fine print states you will only receive 11 months of coverage, even though you paid for a full 12 months of “annual protection.”
(2) There is no coverage for: (a) repair for normal wear and tear, (b) emergency breakdown due to pre-existing conditions, (c) faucets, hose bibs, swimming pools, decorative features, (d) emergency breakdown when the property is unoccupied for more than 30 days (don’t go on extended vacation!), or (e) costs to upgrade equipment to comply with law.
(3) HEIS has been misleading consumers for years! In violation of misleading and deceptive advertising laws, HEIS mass-mailed similar ads to consumers in Florida, Ohio, and Kentucky. The Attorney General in each of these states sought legal action against HEIS, eventually reaching an agreement with the company that required it to mail corrective letters to consumers, provide a full refund to those who purchased coverage, and pay civil penalties. See this press release from the Kentucky AG for more information.
If you already purchased HEIS water line insurance coverage and need help filing a complaint, you may contact UCAN by calling the Fraud Squad Hotline at (619) 696-6966 or by using our Online Complaint Form.
So, be careful! Water line insurance coverage is neither mandatory nor endorsed by local public utilities departments. HEIS just wants your money, and we say shame on them for trying to deceive you!

Granted the fact that my
Granted the fact that my water payment was late I must take full responsibility. But when I called to make the payment I was told that even though the service was not disconnected I would have to pay a deposit and connection fee. They would then disconnect the service and turn it back on between 4-6. Once again the service had not been disconnected!! How in the world could this even be legal!!
