Cell Phone Tracking Method.
Cell phones must be powered on, but do not have to be in the middle of a call in order to find the general area you are in. In GSM networks and all others, the HLR & VLR (home & visitor location register) needs to know that your phone is on and can receive a call. This is done through location updates. They can't ring your phone if they don't know what tower you are off of. Location updates take place when you turn on your phone, initiate or receive a call, when you move between areas, and periodically. I can track you as you move from sector to sector, tower to tower by forcing continuous location updates. As you can see, this can only be done by the service provider and not the general public. Regarding GPS tracking, you have to opt in to those programs as you have noted above. Hope this clarifies things.

And another: I may be a bit paranoid, but are we verifying Huawei wireless platforms in the US to ensure there is no covert surveilance built in by our friends the Chinese? They would not let anyone in the room with them when they installed 3G UMTS equipment in one of my clients switch rooms here in the US. Maybe they are completely legit, but I do not know of any anti-foreign surveilance oversight for foreign telecom equipment vendors.
The solution to cell phone tracking.
For anyone who is paranoid out there, the answer is not to give up cell phones altogether but rather to give up your cell phone contract and get a prepaid phone. Something simple and cheap like Tracfone or Net10 doesn't cost an arm and a leg to buy and if at any point you think your phone has been tapped then throw (or give) it away and just buy another one. Even if you have to bite the bullet and pay early termination fees you should find that the prepaid carriers are so much cheaper that you will get your money back in savings within a few months. Whether you are delusional or not, it is not nice to live with the feeling that you are being watched so don't give anyone the opportunity.
