County of San Diego collects pay, ignores duty to local residents
In March of 2010, Cox Cable increased its rate for limited basic tier cable television by 20%. Pursuant to FCC guidelines, a local entity (e.g. County of San Diego), upon receiving more than one cable customer service complaint, may file a rate challenge with the FCC compelling the FCC to challenge the reasonableness of the cable provider's rate increase.
Only one problem. The County of San Diego is not doing its job. Before UCAN intervened, the County did not realize it was failing to comply with California law. The County is failing to protect local consumers who may be victims of corporate greed by not taking cable customer service complaints and then filing a formal complaint with the FCC so the FCC can challenge the reasonableness of the rate increase.
UCAN received a call from a UCAN member this morning looking for some answers.
When the UCAN member called the County of San Diego, the Business Office explained that it is not a local issue and that the UCAN member needs to contact the California Public Utilities Commission (CPUC). Strike One.
When the UCAN member called the CPUC, the CPUC stated that it would not take the complaint and that the UCAN member needs to file the complaint with the "local government entity." Strike Two.
When the UCAN member called the FCC, the FCC would not take the customer service complaint and explained to the UCAN member that she needs to file the complaint with a "local entity." Strike Three!
Usually, one would be out. However, the County of San Diego continues to collect pay while ignoring its duty to local residents.
