The black and white "mug shot" above is required by the state so that innocent citizens and politicians can identify known lobbyists, and avoid them, if they wish. 

This is allegedly the same utility lobbyist that some news outlets have identified as having a sexual relationship with Mike Duvall, former Vice Chair of the California Assembly Utility committee, and the Assembly Ethics committee.    Mr. Duval, age 54, has recently resigned from office, and has since denied having an affair with any Sempra or SDG&E lobbyists.

State documents show that Ms. Barsuglia completed her state-mandated ethics course on November 12, 2008. This is the official state photo on record for Heidi De Jong Barsuglia, AKA, the lobbyist with "eyepatch underwear."  Ms. Barsuglia's clients, according to these official documents,  include Sempra Energy and San Diego Gas and Electric (SDG&E). Ms. Barsuglia also works for the California Retailers Association. The state document gives her e-mail address as HBARSUGLIA @ CALRETAILERS.COM, although she is not currently listed as a staff member.  Note: Traffic to her biography  has caused frequent server crashes.  For this reason we have reproduced her compiled vitae below from the business networking site Zoom Info

Although now private citizen Mike Duvall  denies it, according to tape recordings of former Assembly Member, a woman matching the description of  Ms. Barsuglia, age 34, spent a significant amount of private time in his company. 

It is unknown if any lobbying on behalf of Sempra or SDG&E was conducted during the alleged meetings, or if any ethics violations took place.  According to the biography below, Ms. Barsuglia has four years of experience in this type of legislative work.  Although Mr. Duvall now says he "lied" about his relationship, you can watch him brag about his sexual escapades on video

    Heidi DeJong Barsuglia joined the California Retailers Association in June 2004 as Director of Government Affairs.
